Lab 9: Course work support

• I'm writing this in December, so I'm really not sure where things are at.
• I'm entirely happy just to help you all with python, using the binary CA, parser, generator code from lab 8.
• I'm happy to help you with the agent stuff, and the other NEAL stuff (like cognitive mapping) if you'd like.
• You're not obliged to use my NEAL stuff, so feel free to try another approach with NEST and PyNN.
